Safe Gulf/ Rig Pass

Is the IADC Safe Gulf/Rig Pass a certificate I can get on my own, before even being employed in oil and gas?  I looked around online and found some sites which were scheduling classes, however they were asking for company name, class size, etc..so it seemed like it was more geared towards employers looking to train their new hires...
